在國(guó)際轉(zhuǎn)口貿(mào)易中，為了享受貿(mào)易優(yōu)惠政策，需要中轉(zhuǎn)地國(guó)家海關(guān)出具貨物在中轉(zhuǎn)地國(guó)家未經(jīng)再次加工的證明。海關(guān)總署在長(zhǎng)三角地區(qū)（上海，蘇州，寧波，杭州，合肥等地）試點(diǎn)簽發(fā)優(yōu)惠貿(mào)易項(xiàng)下轉(zhuǎn)口貨物《未再加工證明》，只限于海關(guān)特殊監(jiān)管區(qū)域，包括綜合保稅區(qū)，保稅港區(qū)，物流園區(qū)，保稅區(qū)等。
只要滿(mǎn)足三個(gè)條件，進(jìn)出境收發(fā)貨人就可以向試點(diǎn)地區(qū)海關(guān)申請(qǐng)《未再加工證明》。
（1）自境外進(jìn)入?yún)^(qū)域（場(chǎng)所）起始終存放于該區(qū)域（場(chǎng)所）內(nèi)，接受海關(guān)監(jiān)管的非中國(guó)原產(chǎn)貨物；
（2）貨物未經(jīng)除裝卸、物流拆分或者為使其保持良好狀態(tài)所必需處理以外的其他處理；
（3）貨物在申報(bào)進(jìn)境后1年內(nèi)申報(bào)出境。
申請(qǐng)資料也不復(fù)雜，只要提供貨物原產(chǎn)地證明復(fù)印件，進(jìn)出境報(bào)關(guān)及物流單證。
